Job Description:
This position is responsible for the design, operation, and
control of effective administrative procedures related to
accounting, payroll, cash management, property control,
procurement, and record maintenance. It has primary responsibility
for planning, implementing, managing, and overseeing all finance
activities and risk management of the Agency, including business
planning, budgeting, forecasting, and negotiations.Key
responsibilities include:
- Overseeing all financial compliance for a complex array of
government contracts and grants, including federal, state, and
local/private funding.
- Participating in policy development and strategic operations as
a member of the senior management team.To perform this job

EXPERIENCE:- Bachelor's degree in Accounting, Business
Administration, or Fiscal Management, with coursework in elementary
accounting, intermediate accounting, governmental accounting,
business law, and auditing.- Master's degree and/or licensed CPA or
public accounting experience is preferred.- At least five years of
progressively responsible accounting experience, including duties
involving budget preparation, justification, analysis, or control,
with a minimum of three years in a management or supervisory role.
Leadership experience supervising exempt staff is advantageous.-
Significant experience or knowledge of nonprofit accounting,
including fund and grant accounting, compliance, and reporting.
Technical knowledge of nonprofit accounting standards is
preferred.- Experience in risk management, control, and contingency
planning.- Proficiency in computerized financial accounting
systems, spreadsheets, and databases.The ideal candidate will have
expertise in principles and practices related to state and federal
government contracts, regulations, budgeting, funding leveraging,
auditing, monitoring, and accounting systems. Knowledge of GAAP,
FASB, OMB Federal Uniform Guidance, CSBG, CDE, CAL OES, and ROMA is
required. Additionally, familiarity with developing fiscal
infrastructure, policies, procedures, and a basic understanding of
HR and IT infrastructures, along with accounting software related
to fund accounting, grants, and budgeting, is essential.
