Program Director, CTE/ Dual Enrollment (COF)Kern Community College DistrictPosition Number: 02729Posting Date: 02/04/2019Initial Screening Date: 02/25/2019Open Until Filled: NoPosition Type: ManagementRate:Work Week: 40 hours per week, 12 month positionMinimum Salary: $85,307.16 annuallyMaximum Salary: $111,930.39 annually (maximum entry $89,625.84)Benefits:The Kern Community College District provides a maximum contribution to a competitive benefits package which includes medical, dental, and vision insurance; life insurance and dependent life coverage; long-term disability insurance, and an employee assistance program (EAP ).In addition, employees have the option to purchase:- Flex 125- AFLAC Policy- Supplemental voluntary life insurance- 403b Tax Shelter AnnuityAll coverages begin on the first day of the month following the hire date.https://www.kccd.edu/human-resources/benefitsCollege/Site: Porterville CollegeLocation: PC-Main CampusBasic Function:The Program Director is responsible to the assigned Vice President or assigned supervisor, and has broad accountability, within the participatory governance framework, for planning, directing and evaluating assigned functions associated with maintaining quality academic and student services programs.KEY ACCOUNTABILITIES- Lead the development of the college's student equity programs/ integrated plan and activities, including strategies for proactive collaboration with faculty, staff, and students to develop high impact programs and support systems to encourage enrollment, retention and completion of all student populations.- Direct and participate in student equity activities, including resource, service, and staff development, effective personnel management, and best practices to support equity and inclusion in the college's programs at all sites.- Plan, develop, implement, and integrate into student equity goals, programs and services for educationally, culturally, physically, and socio-economically disadvantaged and historically underrepresented students.- Collaborate with Research and Institutional Effectiveness to plan, facilitate, and coordinate research and professional development strategies and activities for an integrated plan based on data driven assessments.- Seek, write, and implement complementary grants. Coordinates and align work with other complementary grants and programs such as and not limited to Basic Skills initiatives, Student Success and Support Programs, Promise Program and Guided Pathway Initiatives.- Prepare and present reports and other required documentation on a timely basis in compliance with the District, College and State Chancellor's Office mandates. Develop and implement processes, procedures, and best-practices to ensure assigned programs comply with grant requirements and performance outcomes.Education and Experience:- Master-s degree in an academic area related to assignment.- Five years of full-time experience in administration, including at least three years of leadership experience reasonably related to the administrative assignment.- Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, ethnic, and disability backgrounds of community college students and employees.Knowledge and Abilities:Knowledge of:- State and Federal codes, statutes and regulations that govern California community college student developmental and instructional services (or their equivalents) including:- Pertinent sections of Title 5 of the California Code of Regulations pertaining to student developmental, curriculum and institutional services.- Pertinent sections of California Education Code.- California State Chancellor-s Office (Systems Office) legal opinions and advisories.- Federal regulations pertaining to the Family Educational Rights and Protection Act.- Microsoft Office Word/Excel- Principles of student development administration at the community college level; leadership and management principles and techniques.- The mission of the California Community College; community college and instructional programs, regulations and policies; principles of employer employee relations; and principles in the administration of personnel services.- Computer operations/data processing systems.- Accounting, budgeting and fiscal reporting.Ability to:- Work as part of a management team dedicated to collaboration and the college goal of integrating instruction and/or student services as a way to create and maintain a supportive student-learning environment.- Exercise group leadership skills, which emphasize collaboration, consensus building, conflict resolution, and problem solving in an environment of shared governance- Use effective written communication, including reporting and funding proposal reports, etc.- Effectively interact with persons of diverse socioeconomic and ethnic backgrounds.- Apply legal and policy provisions to various problems consistently and correctly.- Establish and maintain cooperative and helping working relations with students, staff and community agencies to meet the needs of students.Salary Grade: GSpecial Instructions to Applicants:First Review of Applications:Complete application packets will be accepted until the position is filled; but those received by 5:00 p.m. (Pacific Standard Time) on February 25, 2019 are assured consideration.
